These 4 way stops, are they stop signs or stop lights?

Doesn't matter how fast you drive between, you still have to stop at each one.
The reason I asked is because we have a stretch of road, probably a good 5 miles, that have red lights every other block. The speed limit is 35. If you watch your speed and pay attention you can get through the whole 5 miles without actually stopping. But it seems if you get caught at one you get caught at every one of them.

When I was a new driver in Cleveland, I drove once in a while on Euclid Avenue. Euclid Avenue had (has?) a traffic light every block, for probably 110 blocks.
The "signal speed" was posted as 25 mph, the actual signal speed was 25 mph. So I would drive at 25 mph, and never have to shift down from 3rd gear, except when there were a lot of drivers trying to go 35, and they would clog everything up at the red lights.
I love it when there's a real signal speed that's posted.
My mother was asking about gasoline usage and wear-and-tear on the car.
