And without knowing how the cat normally acts, I am not going to try to diagnose it with just a picture.
It's a hair cut. It will grow on it.

Other than being a bit obese and needing to drop a little weight for the sake of his/her health, I think the kitty will be fine. BUT I do hope payback comes to that owner. I just wouldn't do that to an animal that spends to much time grooming itself - it must be disconcerting to the kitty at least! Yes, I've been accused of being too sensitive to the feelings of animals and my accusers might very well be right. Honey's Mom's fur babies fall into butter the day they become hers.

I know what you mean, Honeys. It's one thing to sedate a cat for a good reason.
I learned the hard way that some groomers sedate. It pays to ask lots of questions.
We tried a new groomer for Monster once. I picked him up and he just didn't act like he usually did when I picked him up. He looked sad and disconnected.
It continued into the evening.
I called the next day and they said it was the way they did things.
I told them that it was the last time they did it to Monster.
I could see if the dog never liked grooming and fought it but Monster really likes being groomed. If you talk to him while you do it he cooperates like a champ.

Dogs, for the most part, do like it.
That has been our experience, with Jupiter. (Granted, she's my first dog. I don't have a lot of experience, with dogs.)
A cat might need to be groomed, if, they got sprayed by a skunk. And needed a bath.
Or, if they were rescued, and had a bunch of matted fur, that needed to be clipped.
That, I could understand.
To drug a cat, to make it look like a dinosaur?
Drugs have risks. I wouldn't do it. I wouldn't take the chance, that something might go wrong.
Just my opinion.
(Huey did grow back all his fur, after the infection on his back, and the shave down. It took about 4 months. But, he's back to normal, now.)
I don't like the sedating either. I don't see it as necessary.
As for bathing cats, I had one that would let me bathe him.
Of course the first tie I did it he was still a kitten and barely able to walk.
I don't remember why or how we came to have him.

Well I don't know that it was sedated. It was just a guess.
I am not disagreeing with you. I don't know why some one would sedate an animal just to do this.

I really don't think a cat would stand for being clipped, without being sedated. (If it's a quick little removal of a little bit of matted fur, sure. Dusty was okay, with a very fast trim, to remove a little matt.)
But, that hair cut took some time. I've got to believe, he/she, was out, for a while.
I know, when Huey had the infection on his back, they put him out. Shaved him down. And, took care of the infection. It had to be done.
I felt so bad for Huey. We live in Texas. He had the bare bum, in July...going forward. It took 4 months, for that fur to grow back.
As to the bolded. Lily, I know you understand what I'm saying. I wouldn't sedate a cat, to do that, either.
