A white South Carolina police officer was arrested and charged with murder Tuesday after video showed him fatally shooting a fleeing, unarmed black man in the back.

North Charleston Police Officer Michael T. Slager, 33, can be seen shooting 50-year-old Walter Scott after a confrontation on Saturday, according to The Post and Courier. Slager chases Scott and shoots at him eight times in the video recorded by a passerby and obtained by The New York Times.

Scott died there, though it wasn't clear if he died immediately.

The graphic video raises questions about Slager's original assertion that he used his gun because he felt endangered.

The confrontation started when Slager had reportedly pulled over Scott because of a broken taillight. It escalated into a foot chase as Scott allegedly fled because there were family court-issued warrants for his arrest. Slager pursued Scott into a grassy lot and claimed that he fired his Taser to subdue him.

Moments later, Slager reported on his radio, “Shots fired and the subject is down. He took my Taser,” according to the Times.

Earlier this week, an attorney for Slager said the cop felt threatened after Scott tried to overpower him and take his Taser. Today that attorney told The Post and Courier that he's "no longer involved" in the case.

But first images in the video are of Slager shooting at Scott as he runs away from him. It also appears that Slager drops the Taser near Scott after he was gunned down, according to The New York Times.

Police reports also say that responding officers performed CPR and delivered medical aid to Scott, but the video shows Scott face down in handcuffs for several minutes after the shooting. Another officer shows up and appears to give Scott aid, but never performs CPR.

The Post and Courier reports:

Police Chief Eddie Driggers said Tuesday that Slager had been arrested.

The U.S. Department of Justice said in a statement that FBI investigators would work with the State Law Enforcement Division, which typically investigates officer-involved shootings in South Carolina, and the state’s attorney general to investigate any civil rights violations in Scott’s death. Mayor Keith Summey added during a news conference that as a result of the video and Slager’s “bad decision,” the officer would be charged with murder.

 
 

Scott had been arrested about 10 times in the past, mostly for failing to pay child support or show up for hearings, according to the paper.

"He has four children, he doesn’t have some type of big violent past or arrest record. He had a job, he was engaged," a lawyer for Scott's family told the Times. "He had back child support and didn’t want to go to jail for back child support."

In a statement released Tuesday night, South Carolina Governor Nikki Haley (R) said, "What happened in this case is not acceptable in South Carolina." Senator Tim Scott (R) said "The senseless shooting and taking of Walter Scott's life was absolutely unnecessary and avoidable," adding that he would be watching the case closely.

The shooting in North Charleston comes on the heels of several high-profile cases of police officers using deadly force against unarmed black men in Ferguson, Missouri, Cleveland and New York. This is one of the few times the offending officer has been charged with murder.

"What if there was no video? What if there was no witness? Where would we be without that video," Justin Bamberg said at a presser with the family on Tuesday night. Bamburg is one of the Scotts' family attorneys and also represents South Carolina's House District 90.

Family attorney L. Chris Stewart called the witness who recorded the video a "hero," saying that video evidence disproved initial reports that Scott reached for the Slager's Taser. Stewart added that the witness is working with investigators and may eventually come forward.

Bamberg told MSNBC's Lawrence O'Donnell that the witness contacted the family following the shooting. They were the first to watch the video.

"If there was no video, I do not believe that officer would be in jail," Bamberg said. "From what the video shows, I think that provides the necessary ammunition to hold this officer accountable."

The South Carolina Law Enforcement Division, a state agency also known as SLED, was later contacted and promptly launched an investigation.

"I don't think anybody can see that and not see that what that officer did was murder Mr. Scott in cold blood," Bamberg said. "What would have happened if this witness did not have the courage to stand up and do the right thing and decide that what he witnessed was wrong? I'm glad we don't have to ponder that."

Stewart also said that they will file a civil lawsuit. The family urged the public to fight for justice legally instead of through violence.

"We can't get my brother back," Scott's brother Anthony said. "I don't think all police officers are bad cops, but there are some bad ones out there."

"I had two brothers, now I have one," he said tearing up. He recalled his brother as an outgoing man who served in the Coast Guard and was a fan of the Dallas Cowboys.

And, the cop, he doesn't even seem to care that he just shot this man. He doesn't do anything to open his airway, or put him in Recovery position or anything. And, what did he drop beside the body? The problem with police is that there is a culture of protection from with in. If the police forces publicly fired the bad cops and were more transparent when doing this then people would trust them more. They need to focus on getting rid of the few bad apples so all the good cops out there are praised as the heroes they are.

 Making a law didn't kill this man. A bad cop who chose to use deadly force when it wasn't neccessary killed this man. In fact, the one who broke the law was the cop. 

I don't think making laws was the problem here.

None of the cops seemed concerned for this man.  Even the 2nd one was a black female (I think) and there was no sense of urgency. 

Also, I saw him drop something but at about 2:10 in the video, he also picks something up.  Not sure what that was about but the picking something up doesn't get reported.

Devil's Advocate here:

 

There seem to be segments of the general population who flaunt the law, and expect to get away with it ALL THE TIME.

When they feel free to run from the police, for any reason, an officer who doesn't know whether they (he) is armed and dangerous,

might decide that the person is likely a threat to the public and/or the officer.

 

It's not unheard of for a criminal to run from an officer, hoping to get far enough out of reach to be able to draw his gun, turn and get off the first shot.

I have been really impressed with the way the mayor and the chief of police have been handling this. They have been sympathetic to the family and have met with them already. They also have distanced themselves from the cop and denounced his actions. If more mayors and Chiefs did this, people would trust the system more.

He SUPPOSEDLY grabbed the cops taser and that is what was dropped. Although they are arguing whether that is even true now. He owed a bunch of child support and had warrants out for his arrest. Running was stupid because now instead of being arrested he is dead. However, the cop was 100% wrong for doing what he did and the mayor and all were so smart for calling in a third party (FBI, AG) to investigate so no one could say there was any bias in the investigation.

This is what happens when you give a bunch of low IQ *******s a gun and tell them they are in charge of the rest of us.  

We need to get a higher caliber (pun intended) group of people to hold the position of police officer.  That would require a higher level of intelligence and higher pay.  No self respecting person would be an officer with the way it is now.  It's just a group of moronic thugs with a few exceptions sprinkled scarcely throughout.  

This is getting really old to a lot of people.  Things are going to have to change or else there is going to be a lot of chaos.  I would rather see the changes come in an orderly manner.  Let's hope the government sees what needs to be done while that is still an option.  

Until then, **** the police!

WOW.  I can't imagine.  I love our local police.  I have a few friends on the force.  And I don't know anyone that matches your description.  Quite the opposite, most are great guys with a few bad apples... 


 My experience is the same as Empy's. Most of the police officers in my hometown are the football players from high school who just barely passed their classes to graduate and didn't have the grades or ambition to go to college. So they joined the police force and got a gun and proceeded to be the same bullying jerks they were in high school.  

They routinely pull over everyone who passes through town with plates from the neighboring state. Every. Car. I once had an expired registration (long story) and my car was surrounded by 3 cop cars while they ticketed me. I had both girls in the car and they were little. I posed no threat! but it took 3 cars and 4 officers to ticket me. I was a block from my house. Once, I was pulled over for not wearing my seatbelt (which isn't an offense you can pull over a car for, it's a secondary offense) and again, my car was surrounded by 3 cop cars. When I asked the officer why it took 3 cars and 5 officers to ticket a suburban mom for a seat belt violation, he put his hand on his gun and lifted it slightly out of the holster and told me "it's procedure". Riiiight. I don't trust the cops. Not one bit.

Oh, I forgot the time I witnessed a known shoplifter come into my store and steal $500 worth of coats. When I called the cops to come take my statement, they asked me if I knew who did it. I said yes, and I gave his name. I had a witness also, my coworker. Then, the cops asked me if I knew the criminal's social security number. He said he couldn't bring him in for questioning if I didn't know his social security number. You can't arrest someone for felony shoplifting with out a social? I called him on it and he persisted. So I called the prosecutor's office directly and told them what happened. They sent the cop out to arrest him after I went to the station to pick his photo out of a lineup. I pointed to his pick and gave his name and magically that was enough. Didn't need his social!

Back when I was 18, me and my boyfriend had just come out of a movie theater and went to my car.  We got in, started the car and sat there talking about what we should do next.  Should we go to Joe's BBQ?  Go to the lake?  Just go home and take a nap?

All of the sudden 2 police officers come to each front car door and tried to open the doors.  They were locked.  Then one of them rapped on the window so hard with his baton that I thought it was going to break.  GET OUT OF THE CAR!!!!  GET OUT OF THE CAR NOW!!!!!!!!!  I was terrified.  I gingerly unlocked my door because I didn't know what else to do.  The cop then thrust the door open, grabbed me by my neck and my arm and forcefully put me on the hood of my car.  I yelled out exclaiming that I was pregnant and to please be careful to not hurt my baby.  He didn't take any extra care because of that.  

My boyfriend at the time was taking a licking because he didn't unlock his side fast enough, he was dragged out through the drivers side and put face down on the ground and kneeled on.

After about 5 minutes of this, we were released because another officer radioed the ones that were harassing us, to tell them they were pursuing the assailants.  

I guess somebody had just held up the Burger King that shares the same parking lot as the movie theater.  A male with a female driver.  

Nothing else ever came of that, I just went home, threw up and had a healthy baby a few weeks later.  

If they would have taken more time to observe us, they would have been able to reason out that we were not the perps.  They always seem to jump the gun though.  Puns again..

That's 1 of 3 stories of undeserved run ins with the police.  

The others in a nutshell 

Me and hubby were driving our own truck through a neighborhood, got pulled over, guns drawn, put in cuffs over a stolen escalade.  The escalade was ours, there was in fact a stolen escalade in that city but they were too stupid to think there could be more than one driving around in the location.  DUUUUHHHHH!!!!  Released with an apology and a laugh.

The next time, we were working on a film.  My husband was dressed up in raggedy clothes (character who had just been beat up) the officer patrolling the parameter of the set told him he was not allowed to be in the area as it is closed for private use. (we were already well within the set so we weren't entering through some side area or anything)  He grabbed my husband forcefully before figuring out that he belonged there.  I thought it was bull**** that he would put his hands on my husband like that, even though my husband stopped everything to take a moment to explain why he was in the area.  No need to get physical Barney Fife!  

They are just taught that they have the right to assume everybody is on the wrong side of the law and because of their low level of intelligence, the majority of police don't have deductive reasoning skills.  You should be a quick thinker if you are going to be a cop.  That way you don't have to get physical every time you have a question about what's going on.

I'm just some white girl from utah.  I don't think it's a race thing, but I've never been a minority male so I don't know for sure.  I do know it's not good though.  Our police forces are in serious need of improvement!

I could go all day.

Talk to people around you, you will be surprised to find that there a  lot of non-criminal people who have a story about the cops acting like thugs because they have the right of way every time they want to go on a power trip.  It's not good. 

It's also very dangerous.  Police are necessary in maintaining order in society but because we have a huge amount of corruption, and people are becoming aware, anarchy is imminent.  It is truly scary that it doesn't appear that the problem is going to be solved before it gets much much worse.  We are all in danger as soon as this comes to it's center. I'm no expert, but I feel like this is a very obvious problem that needs solving.  ASAP.

I realize the need for good police, it's necessary for society.  The problem is, that is not what we have.

And, if he didn't run, then he might have put in a chokehold and killed like Eric Garner. Sorry, but the police are supposed to act professionally with common sense and ASSESS the situation. What was the risk of someone fleeing who had a broken taillight and owed child support? That isn't worthy of being assassinated in the street. They knew who he was. Do police work and track him down and fine him, take him to court or whatever.

This isn't a police story but a EMS/Fire story. DH and I were driving through town approaching a GREEN light right at the intersection. Off in the distance as we were proceeding through the light we then heard a faint siren. A second later, this firetruck came screaming through a RED light and I slammed on the brakes and they almost killed us. You don't get to kill people because you in a hurry to get somewhere. Sheesh. ANd, it was an intersection where college kids crossed. Luckily, there weren't any of them out at that time or someone would have been run over.

 When cops systemically lie for their fellow officers so no one "gets in trouble" then yes, I would say its a huge amount. I find it abhorrent that not one officer in any of these cases said to the others "hey - stop and think. This isn't right!" And then they lie on the police report for each other and go on to perjure themselves in court to back each other up.
