A Tennessee mother has been charged with neglect after deputies spotted her driving ahead of her young daughters as she made them walk 1.5 miles to school. 

Lisa Palmer, 32, of Marion County, told deputies that her daughters were being punished for missing the bus, according to the Chattanooga Times Free Press‎.

Police responded to a call about the incident and spotted the two children with a dog 'walking the fog line' while a gold Cadillac was 'parked on the shoulder with the engine running', according to Marion County sheriff's Deputy Chris Ladd.

When they got to the area where the girls were walking, Ladd and the other officer observed Palmer and the children about 150 feet apart with Palmer in the car ahead of them, a police report states.

It 'appeared as if she was driving ahead of the children and allowing them to walk and catch up to her vehicle and to proceed with that action until the children reached the school', Ladd said in his report. 

He said the girls had walked about a mile and a half and still had about two more miles to go.

The temperatures were cold, traffic was becoming heavy and 'Palmer was in no position to reach her children safely in the event of an emergency'.

Palmer also didn't have a valid driver's license and since she wasn't allowed to drive the children to school, her husband Brandon and his father, Douglas Palmer were called. 

When the two men arrived, officers asked them for a valid driver's license.

Douglas Palmer refused and began to argue with officers.

Ladd said Douglas Palmer then grabbed at his waist, where the officer said he saw a fixed-blade knife in a sheath and after a struggle ensued, he was disarmed and arrested, according to the Free Press.

The case now is being investigated by the Tennessee Department of Children's Services.

Lisa Palmer will appear in court on April 18 on charges of child neglect and driving without a license.

 It was 1.5 miles. And it isn't about making them"less late". It's about teaching them that their actions have consequences and that you cannot always expect others to bail you out of a mess that you made for yourself.

We made our kids ride their bikes if they missed the bus. Cold? Too bad. Raining? Too bad. We were not going to be the kind of parents that were still getting our kids up senior year because they weren't responsible enough to do it themselves. By junior high and high school they should be able to get up on time, fix a simple breakfast, and get out the door on time. Parents who don't allow their kids to learn this just enable them to become irresponsible adults.

We are out of district. There is no bus. It's 10 miles to school.

I take mine and pick them up every morning.

I don't know. I don't see a problem with the walking. But at the same time, they missed the bus. Take them to school.

How OLD were the girls? WHY did they miss the bus?

And:

I am not familiar with the road they where this took place. To me, this is VERY different from walking on neighborhood streets to a friend's house.

Not the smartest thing to do on her part. Especially if she didn't have a driver's license. So, she was basically teaching them to break the law. But, I don't think this warrants going to jail or anything like that. Nothing bad happened, it's over. She should be charged with driving without a license though.

I think it depends on the road. Valley view highway and the car was parked on the shoulder, since I do not know the road maybe the kids were walking on the shoulder.

I think it depends on the road as well as their ages. Personally, the road to school is a hilly two-lane heavily traveled road with no sidewalks or bike path and poor viability in spots. It would be dangerous for anyone to walk on it, even a short distance. That would be child endangerment.

When I was in Milwaukee, I had to walk over a mile to school every day--and it was a BAD neighborhood.

 But if that is the illogic that you are going to use, then that is what you are saying.

 

If they parent has to be able to "reach her children safely in an emergency"--then no child should ever be more than 20 foot away from their parent.  Plus, she WAS there, so she would have been in an even better position than parents who let their kids walk to school everyday, even if the distance is not as great.

 I have to say that we need more details. How old were the kids? Do the kids have a reasonable bedtime?

DS1 was a very heavy sleeper & when he started high school, he put his alarm clock all the way across the room. I never had to wake him up.

 I don't think you should push your kids out on the highway and make them walk but sheesh, we don't let kids face the consequences of their actions anymore.  This is why kids today can't fix their own problems.  We fix them all for them.  They can't problem solve.

Actually we don't have sidewalks in any of our neighborhoods here. Not in any place I've lived in in Texas. Not saying that they don't exist in Texas but not the areas I've been in. I grew up in Chicago and we had side walks. It was weird moving here and not having them.

Husker, not all roads are safe enough to walk on, and we do not have enough information about the children or the road to say if this was the case or not.
The local police, who DID have this information, chose to charge her with neglect.
People are always fussing about how youth today don't respect the police. Well, there are a few people questioning the police right here. It that respectful?

We live 1 mile from the middle and elementary schools my kids went to.

On the same side of the road for the middle school.

Elementary is across a side road.

Sidewalk goes to each one.

But wouldn't have let my kids walk to school.

It's along side a busy, main road where people drive 60 and 70 on that road. And it often has fog so thick you can't see in the mornings. Routinely have wrecks up and down it.

Been too many people killed on this road.

You have to actually be familiar with a place before making statements of how "ridiculous" something is.

 Not saying they don't exist!  I'm saying they don't exist in the places I've lived in.  But I've always tended to live in more rural places anyway.  Most farmers don't have a sidewalk at the end of their drive!

 That is absolutely absurd.  So no child should ever walk on streets with busy traffic?  

You are getting more bizarre all the time.  That would preclude them from walking anywhere in most U.S. cities.

To get to school, my kids would have had to walk on a road with no sidewalks and no shoulder, speed limit 55. No way would i have my kids walk that. Its just stupid.

This was not NEGLECT. Neglect because mom "might not have been able to reach them in time to avoid something happening" is DUMB. Otherwise, letting your kid play on the other side of the playground, or even in the outfield would qualify as neglect.

NEGLECT is when kids are not provided the basics of food, clothing, shelter, education, and supervision. She was THERE and supervising. She doesn't have to be in REACH. The nanny government strikes again.

 That COULD mean 5 and 7. Kids mature at different rates. Factor in the length of the walk...3 1/2 miles...

No wonder we have such a generation of mamby pamby's. I walked 3 miles to school starting at the age of 6. Part of the way had sidewalks but part of the way didn't. There were busy roads as well. Nobody worried about it back then. Everybody walked to school. We lived 5 blocks from school when my daughter was young. Maybe your kids couldn't handle it but mine learned all the safety rules young and there was no hovering.
