Years ago, after 9-11, I participated in an exercise in Alexandria. All local and federal law enforcement agencies participated, and nearby residents were notified in advance. Red Cross was part of it, too. It was quite the bruhaha. They had overturned (empty) gas trucks on the roads, mock suicide bombers, and our drill. Three different simulated terrorist situations. We learned a lot.
