If they even looked at your chart they can charge you. They may have been a fill in doc or just been asked to read notes for a consult. If they simply write a script for Tylenol yep, they've seen you.

I assume the doctor that you put in charge of your care consulted them. As for "what they would do for you", i can't answer that. Obviously there are things they can do to maximize one's pulmonary function whether it be through medications, spirometry, etc. Sometimes doctors are consulted before starting other treatments to see if your lungs/pulmonary system is fit to handle whatever your other doctors are prescribing. So, i really don't know what to tell you. If they reviewed your chart and made recommendations to your physician, then they did give you a service.
If they looked at your chart, yeah they're going to bill you.
Yeah, that's pretty much all it takes. If Dr. John says to Dr. Joe, hey can you look over ed's chart to see if I've missed anything? Then Dr. Joe looks at it and says, "No, I think you covered just about everything. I wouldn't change what you're doing." You've just had a consult.
