To "wipe out" ISIS, you first have to understand a few things.
1. What is ISIS
2. Who created ISIS
3. ISIS is not like any other "war", they are not a country, they can not be fought like any other war in history has been fought.

The paradox is that the United States determination to fight al-qaida, the "war on terrorism" declared by then President Bush, heavily damaged al-qaida and the assassination of its founder Osama bin Laden basically created an opening for a far more vicious cruel enemy,. the sad twist of irony is that it was the USA who armed and trained them.

Army Lt. Gen. Sean MacFarland, who directs the coalition fighting ISIS in Iraq and Syria, provided the most detailed military criticism to date about the concept and detailed why it's militarily unacceptable.
"Indiscriminate bombing where we don't care if we are killing innocents or combatants is just inconsistent with our values," he said in response to a question from CNN on the possibility of using carpet bombing.

When the Allies took on the joint invasion to retake France, innocent people were killed.

When asked about it, they, those interviewed, said that in war, to kill the monster, sometimes sacrifices have to be made.

No.

I do not want to see innocent people die.

But the truth of the matter is, innocent people are dying now.

And if we don't make a very critical choice, they all have died in vain.

We have got to do something.

But there are places in the middle east that seem to be, for lack of a better word, breeding grounds for them.
