Each HOA has their own rules, which the owners have a say in. The rules are there to protect your home values and safety of the neighborhood. The rules are typically not bad but depending on your life style can be restricting. If you like to work on your car at home, then don't move into an HOA, if you want to keep junk cars on your "property" then don't move into and HOA. If you want to plant anything you want or have any type flag flown, don't move into an HOA.
However, HOA's tend to have higher home values because maintenance of property is enforced and no ugly out side decor is allowed. Also, doors and window replacements are regulated making everything in good quality. Not for everyone. I am looking forward to retiring to such a community.

We actally have laws here that address a lot of stuff HOAs do. You cannot park a car on grass. Street parking is very limited. No cars in disrepair can be viewable from the street. There are a few others that are slipping my mind right now, but you get the gist...

We have pretty strict rules, but we have never addressed the colored lights. We actually have one homeowner that asked us to write her a violation letter b/c she doesn't like them but her husband put them up.

I can explain it to you, but I can't understand it for you.
We don't have an HOA but I have had a couple homes with them.
One my parents had limited the height of fences you could put up. I think the height limit was 3 feet or something, which looked ridiculous. There was a neighborhood behind then with a sidewalk and people used to cross through yard to get to her neighborhood. Rude. So my parents put in green giants, arbor vitae, etc., and using wire, ran the wire around the perimeter, through the huge bushes. So people who would try to trespass met with a big surprise because the "fence" was basically invisible. One time a guy was trying to walk through after a snow storm and got trapped. My father went out and asked what the hell he was doing in his yard and the guy said he was stuck. Again, he asked, "what the hell are you doing in my yard, this is private property." He suddenly managed to getl out real fast and was never seen again.
I don't mind a HOA that provides for snow removal and maintenance in common areas. I also don't mind an HOA that prevents someone from painting their house colors that don't blend in with the neighborhood, or ones that require front porches, roofs, etc., to be well maintained. But I don't like HOAs that prevent 6 foot fences of any kind. Before we had our wrought iron fence put up, we had deer problems, and other people's dogs entering our yard. I love my fence.
My current HOA is good. I hate them on principle based on my old one. Not fair or responsible I know, but my old one was so bad it tainted all HOAs for me.
Because the court behind me was tenant occupied & the landlords did nothing to control the amount of tenants per unit & the owners had ties to the HOA they changed the parking & I no longer got to park in front of my owned unit. I had to walk a fair distance with one set of stair & minimal street light so the other court's tenants could park their beaters directly in front of my house. All of the houses on my street were affected not just mine. Of course this did not change parking for any of the HOA members since they all lived on different courts that weren't affected by the change.
That HOA took an entire strip of owner occupied homes (6) & turned them all into tenant occupied. Any of us who could afford to move, did. Way to keep property values up HOA. I'm still a little bitter 10 years later. During that change they pitted neighbor against neighbor. We had a good thing before that.
My current one is reasonable except for the bored retiree who walks the neighborhood with his clipboard & camera phone. He sends random things in to the HOA. Like only 2 of the 3 lights in your outdoor yard lantern light work.
