It does when the topic is the National Guard. They are under the control of the State unless there event is deemed a war in which case the National Guard is activated and placed under the military.

Businesses have been leaving California and relocating to my area for years. A lot of people are leaving the state and moving to Idaho, Colorado, Arizona, etc. This has been happening for years. While the weather is lovely there, other factors are making it less attractive to live there. I don't see any signs things will improve, either.
Governor moonbeam is ruining a beautiful state, at one time it was a well run, wealthy state. It breaks my heart
