My take: I want to hear the recording for this call. I want to know what happened to cause the 911 dispatcher to dismiss the call as unimportant twice. Did the grandma, in her panic (heat of the moment, anxiety, etc.), not mention the baby being locked in the car? Did the 911 dispatcher hear 'keys locked in car' and stop listening thus not hearing 'baby locked in car' or something that would indicate an immediate need for emergency services?

What happened? Why did 911 fail in this case?

Adrenaline, panic, heat of the moment, etc. affects people and causes us to react oddly sometimes. You'd think the first thing out of grandma's mouth would be that the baby is locked in the car but she may have been so panicked, it might not have been. I don't blame her. I just want to know what happened, where the breakdown was, so that this doesn't happen to anyone else.

I think some rules should be broken such as a baby locked in a hot car.
