The back story is J Edgar put all his power at ridding the country of the Italian Mafia. Boston FBI agents used Whitey, who was a felon and Irish mob boss as a snitch against the Italians. Whitey had murdered 19+++++ people and ruined so many lives. He was brutal. In the early 1990's he was tipped off reportedly by the FBI that he was about to be arrested so took off for San Diego where he already had an apartment and lived there 16 before he was arrested.
The theory is the FBI wanted him out of the picture because so many FBI agents did wrong in letting him run wild, running a drug ring, murder, torture and paying off the agents. Once most of those agents died/retired he was open for arrest. The O administration did that fast and furious gun operation in Mexico and needed a national headline to take fast and furious off the news. And curiously Whitey was found in San Diego within days.
