Landing on a highway puts innocent people at risk so not really sure I support that.
I can remember hearing stories as a kid, from my Dad, and uncles, who served during WWII. They said that about 1 mile out of every 5, of the interstate highways, were straight enough for a military plane to land on, in an emergency.
Did they ever have to do it? I don't know.
Highways are supposed to be for cars and trucks.
I would think, a plane would land on one, only in the case of a dire emergency.
This situation has happened near me. Without the use of a runway, Highways are the best landing place.
In this case, the pilot made a good decision. Traffic was light. He was flying above the highway for a long enough time, for the motorists to figure out he was in trouble, and needed to land.
These situations are probably few, and far between. No need for more laws, IMHO.

Should a plane, in trouble, attempt to land on cars, in bumper to bumper traffic? Of course not!
When traffic is light. And, in this case, it was daytime. The pilot wasn't in so much trouble, that he didn't have time to make his intentions known...
