I had to Google because I couldn't think of any holiday that is this week but I found this
September 17th was constitution day and citizens day
Yesterday September 19th was National POW / MIA Recognition day.
Both which is suitable for fireworks but I've never known our town to celebrate them. Maybe your city is having a celebration?
I had lots of fireworks when I was a kid. We were blowing off firecrackers and smoke bombs and sparklers all the time. They are having a party so they want to play.

The only time I had an issue with them was on July 4th several years ago. The teenage son was throwing BIG firecrackers at their gas grill's propane tank.
The Dad was there, in the yard, on the phone. I told the Dad I didn't want to have to deal with the insurance company if his son managed to set off the propane tank.
That woke him up.
