There needs to be a Child Drop off. Either a hospital, police station, whatever. We have the Safe Haven laws and sites for newborns but why not for all children?

If there was a child drop off, I am not sure someone like him would have used it. He wasn't frustrated or unable to cope and looking for a way out. He was psychotic. I don't think he would have dropped her off at the firehouse...

Exactly. This isn't an issue of him not wanting the child--he just went bonkers when faced with an immediate bad situation.

Yes. It obviously isn't going to prevent every situation. But, at least that might save some.
