 They are beach towel clips, to clip your towel to the top of the lounge chair so it doesn't fall down.

They might make something similar, for beach towels.

I got these in the Kitchen Store. The package clearly said, Chip Clips!smile 

 I have the exact same clips, and they were in the seasonal aisle as towel clips!  Two for one marketing!

My Mom got it for me, gosh, over ten years ago.

It was when Cincinnati was having a celebration called "The Big Pig Gig". (2003, maybe? I can't remember.confuse)
