Kansas Bans Poor People From Spending Welfare On Cruise Ships

Kansas welfare recipients will be unable to get more than $25 per day in benefits under a new law sent this week to Republican Gov. Sam Brownback's desk by the state legislature.

The bill also prohibits welfare recipients from spending their benefits at certain types of businesses, including liquor stores, fortune tellers, swimming pools and cruise ships.

"We're trying to make sure those benefits are used the way they were intended," state Rep. Michael O'Donnell (R) said, according to the Topeka Capital-Journal. "This is about prosperity. This is about having a great life."

Temporary Assistance for Needy Families, often known as "welfare," is one of several federal programs administered by states at the ground level. The Kansas TANF program, known locally as the Successful Families Program, offers a family of three as much as $429 per month in cash benefits. Kansas is one of at least 37 states that distributes benefits on government-issued debit cards, according to the National Conference of State Legislatures.

Under the new rule, a three-person family receiving the maximum benefit would have to go to the ATM more than a dozen times to get the full benefit, which would be whittled away by an 85 cent fee for each withdrawal after the first one. And the local cruise liner ATM will no longer be an option.

The federal welfare reform law of 1996 gave states significant leeway to design their own programs, and for the past five years, state Republicans have been busy pursuing changes to TANF, food stamps and unemployment insurance, with varying degrees of success. Missouri Republicans, for instance, are considering a bill to forbid food stamps from being spent on steak or seafood.

But national welfare advocates were taken aback by the $25 daily limit in Kansas, something that has not been implemented in any other state.

"This provision makes it nearly impossible for a recipient who does not have a checking account to pay rent," Liz Schott of the liberal Center on Budget and Policy Priorities said in an email. "Moreover, it actually takes money from the pockets of poor families since they will need to pay 85 cents for each additional withdrawal after the first one in a month, and often more with ATM transaction fees."

The provision originally would have limited daily benefits to $60, but state Sen. Caryn Tyson (R) reduced the amount through an amendment. Neither Tyson nor O'Donnell responded to interview requests from HuffPost.

Shannon Cotsoradis, director of Kansas Action for Children, said changes by the Brownback administration, such as shorter time limits, have already reduced TANF enrollment significantly. The number of Kansans receiving benefits has declined from 38,000 in 2011 to 15,000 last year, state data show.

Cotsoradis said she didn't know whether the dollar limit would further reduce enrollment, but suggested it probably wouldn't help families escape poverty.

"It adds stress to families already experiencing toxic levels of stress," Cotsoradis said an interview.

Steak and seafood?

Does that mean the fish sticks or the fresh, more expensive seafood?

And if you look, you can get great deals on steaks. Sometimes better than ground beer.

I totally understand the pools and cruises and that kind of thing.

But would it include the little kid wadding pools? Cause those are like $5.

I do want the Fraud stopped. The abuse stopped.

But until illegals stop getting assistance, I don't really care about what a legal does with.

I care what the Legals and Illegals do. And, sorry Assistance isn't meant to live large. It is meant as a minimum subsidy. If I had my way, if people wanted to be on welfare, they could move into the Welfare Dorm, eat in the Cafeteria and a Bus would drive into to town so they could go look for a job.

Illegals having assistance is the biggest drain on the system.

It's hypocritical to limit to law abiding citizens but leave the faucet open for illegals.

I am NOT defending fraud in any way.

But you can't put a band aid on an amputated arm and expect them not to bleed to death.

Stop giving illegals any thing.

I completely agree Lilly. Americans WANT to help people in need. We are one of the most generous people on the planet. But, there is a limit to how much people can be frauded.

Seriously, it would be cheaper for society to pay a salary. Here you get $30K a year. Now, go figure out your OWN housing, food, heat, transportation, daycare and on and on.

I was in a hospital one time in a noprivate room. And, I heard the social worker talking to a lady next to me. They mentioned she would be in for awhile. ANd, one of her kids said something about her home heat. SHe said she didn't need to worry about turning it off or down because it was FREE and she pays ZERO. Uh huh.

What irritates me is people on food stamps or other government assistance that eat out five or six days a week and take long expensive vacations. I think illegals are a problem too but if you're a citizen and you're eating out five days a week and you're receiving some kind of government money you apparently don't need it. No one I know who actually works for a living goes out to eat that much. And before you throw down the "Those people can't cook" card, if the people are sick and have health problems that's all the more reason they shouldn't be eating all that nasty greasy food all the time.

I had to frickin' laugh about the line "probably wouldn't help families escape poverty".

Um, DUH. It's not even supposed to do that. It's designed as a minimum assistance program to help put a little food on the table and help keep the lights on. It will NEVER be a true "income" that would get one out of poverty.

 The Bill is about what ATMs you can use.  They want to block them from being used at ATMs on cruise ships, liquor stores, casinos, etc.  The kiddie pool could be paid for with cash withdrawn at a Bank ATM.

I don't feel very sorry for those who don't have a checking account. Most of them are just trying to avoid paying child support, anyway.

Yeah, either way I haven't much sympathy.  Some problems are beyond one's control--most are a result of bad decisions.

I think this is very funny. How many cruise ships dock in Kansas?

Has any Kansas Welfare recipient EVER used their Welfare debit card on a cruise ship???

???  What, you don't think people from Kansas go on cruises?

 

They undoubtedly HAVE used their cards on ATM's on cruise ships, or it wouldn't be an issue.

 

That's the problem--people on welfare shouldn't be going on cruises.  If they can afford to go on cruises, they don't really need welfare.

The OP says there is a local cruise liner in Kansas - I am guessing it is open for events, meals, etc. that. Sy have nothing to do with an actual ocean cruise. Probably more like a river cruise.
