So, the kid was a minor, his dad turned him in, the police dropped the ball and didn't investigate, the Duggars got their kid counseling, and now someone has read the police report regarding a juvenile and released it to the press.

The scandal here is police misconduct.

I have a suspicion that the only reason this is news is because it involves the Duggars. Josh Duggar would not be the first 17 year old boy to "inappropriately touch" a girl.

I am not a huge Duggar fan, but the articles say he was a minor himself and was coming out of a "young girl's" room. That could mean any number of things to me.

Was he 15 and she was 13 and they were attracted to each other? It doesn't make it right, but it would be something I could understand the police looking the other way on as long as he understood it was not ok.

Also, with the family's strict religious beliefs, (the don't have a first kiss until marriage I believe) I wonder if Dad freaked out a bit, the cops took a report to humor him, and tossed it aside. If you call the cops, they can take a statement or a report without opening a case. I had an officer do that for me once so there would be a paper trail. The cops took a report, tossed it aside, and then Dad got the son help for a problem that didn't exist.

Just some things to think about. He could be a total scuzz ball. We don't know either way. But FWIW, if he likes touching little girls, no amount of rehab makes that go away.

I also would like to know what the "inappropriate touching" entailed. For the Duggars, a hug could be inappropriate touching. They teach their kids to do side hugs.

One article said the parents of the girls were listed as Jim Bob & Michelle so I believe yes it was his sisters.

InTouch reports; 'Josh Duggar was investigated for multiple sex offenses, including forcible fondling, against five minors. Some of the alleged offenses investigated were felonies.'

According to the police report, in March 2002, Jim Bob was told by a female minor that his son, then 14, had been 'touching her breasts and genitals while she slept' on numerous occasions.

Josh allegedly admitted to this according to the report, and Jim Bob says he was 'disciplined.'

He was accused again however in March 2003 of allegedly touching the breasts and genitals of 'several woman,' both while they were sleeping and even when they were awake.

The police report says the alleged victims 'live with their parents Jim Bob and Michelle.'

At that point Jim Bob reportedly informed the elders at his church of the situation, but no one notified law enforcement.

The family did send Josh to a 'program [that] consisted of hard physical work and counseling' according to the police report for four months.

The parents also said Josh apologized to the minors and they had forgiven him for the alleged molestation.

This seemed to be backed up in 2006 when one of the alleged victims said to police that Josh told 'mother and dad what had happened… (and) asked for forgiveness.'

They also added that the teenager had 'sought after God and had turned back to God.'

First, he was wrong no matter what- he sexually abused them, but we don't know that it is pedophilia. If a 30 year old is attracted to a 12 year old he is a pedophile, but Josh was only 14, so unless the victims were the very youngest sisters, I'm not sure he is a pedophile.

They told everyone he went to counseling. But he really went to spend time with a family friend who was in construction. He actually came to his parents 3 times about 3 separate instances before they told authorities. At no time did he actually get professional help. They took him to spend time with someone in construction and later they took him to spend time with a former state trooper who later ended up being convicted of child porn.

They seriously failed him. What a terrible response to a serious problem.

I still can't figure out if he did it to his sisters or if the "five minors" were other girls that he knew.

Also, I'm not sure where this rates on the "child molester" scale for me though. As was asked previously, what was the age difference between him and the other minors? If they were close in age it could be nothing more than young curiosity. Something that just about everyone experiences, and while maybe wrong or inappropriate depending on what actually happened, doesn't necessarily translate into growing into a pedophile in his older age.

I am calling him a pedophile if his victims were significantly younger than him, yes. If they were within a few years of him, then no. But if they were 8 or 9 as some are stating then yes. He is a pedophile. Touching an 8 year old on the genitals while she is sleeping qualifies in my book.
