Some states allow Notary Publics to officiate weddings. Maybe those states that have counties that wish to end their performance of marriages should adopt that practice.
You can get ordained in about 5 seconds online. Depending on the documents the clerk requires they maybe 8 to 20 dollars.
Lots of states allow temporary wedding officiants. You get permission to be a justice of the peace for the day.
As long as it's done properly and follows state laws, it's fine.
My sister and BIL had their friend as their wedding officiant. She's not a JP or clergy.
It seems to vary be state and county. The site I went to in order to become ordained has links to the states and county laws. Some have wait periods as well. I found out though since 2015 some of the people the site ordained were having in TN.
