 Oh, I totally agree. I guess since ANY change would likely be met with resistance? Bureaucracies are cumbersome creatures.

 When something isn't working - they add a new program.  But they do it without fixing what wasn't working before.  They either band-aid or add to the programs, they think fixing them would be too cumbersome.
