I can think of two reasons.

First, most large (or not so large) companies have been sued or fined because of things their employees have done, so they want to weed out the people who have a troubling history.

Second, there are always lots more applicants for the GOOD jobs than there are positions available, and this is a way to quickly cut down the applicant pool.

Same thing for lousy jobs too.

 Sure if you live off the gov't dole, go ahead and knock yourself out getting stoned.  But if you work for a company with gov't contracts, don't even think about it.  Come to think of it, most people who work wouldn't waste their time or money getting wasted. but yet those on the dole...

 I can't tell you how many people would either fail the drug test or just flat out decline to take the drug test when I did job offers at Target. We struggled to find people who had clean criminal records AND clean pee. It was totally disheartening. 

And don't get me started on the people we caught actually drinking/smoking AT work. I sent 2 in 2 years for a drug/alcohol test - both failed - and that was a record in my district for a single manager. One was drinking on the job (had vodka in her water bottle) and the other was higher than a kite. Ridiculous.
