Let me start by saying I don't drink, so when I drive somewhere, to a party or a bar, etc, where "everyone" is drinking, I'm not at risk of driving home drunk.

But that leads me to this question:

 

Do people who leave these venues after drinking all evening, then get into their cars ...

Do they know when they're driving TO this, that they will be driving home afterward buzzed? And do it anyway?

Yes. But not everyone leaving is drunk. Some probably are but others may sip a drink or two & then switch to water or soda.

Some walk home, some take a taxi, some have a DD--but yes, some will drive home. Not all of them will be legally drunk, but some will be.

I've done it. Not in a very long time but when we were twenty somethings we'd do happy hour & then drive home. I got pulled over once. This was back when the laws were not as strict. The officer gave me a warning & then followed me home to make sure I got there safely.

 Truthfully, I wish they would still do that more--at least with first time offenders that are barely over the limit.  Most accidents involving alcohol are caused by those who are at .15 BAC or higher--nearly double the legal limit.
