Alain Vezina, regional director of science for the Bedford Institute of Oceanography in Dartmouth, Nova Scotia, confirmed Friday morning that scientists at the institute are allowed to openly speak to media.

Vezina held a meeting this morning to brief staff on the change.

He told National Observer that the announcement was communicated to him from the assistant deputy minister of science at Fisheries and Oceans Canada (known by its old acronym for the Department of Fisheries and Oceans, DFO).

“I think it’s positive,” Vezina said. “I think we still need to work out the details. It’s very new.

"Basically what I told the staff is if you’re contacted directly by the media, let’s say you’re at a conference or a workshop, the media is there. You can talk directly. You don’t have to say, ‘I don’t have permission to speak.’

The DFO was the first government department to lift restrictions on its scientists and the manner in which they communicate with the media, but Environment Canada quickly followed suit.

Late Friday, a media relations spokesperson with Environment Canada told National Observer that any restrictions on scientists had been lifted.

"The government has made it clear that it values science and will treat scientists with respect," said Environment Canada spokesperson Natalie Huneault in an emailed response.

"Environment and Climate Change Canada scientists and experts (such as researchers, meteorologists or climatologists) are available to share their research and speak freely about their work with the media and the public."

Huneault added that departmental policies and procedures are currently under review and will be revised to formalize the new directive.

Over at the DFO, the Assistant Deputy Minister for Science, Trevor Swerdfager, said the announcement applies to some 1550 people in the department’s science sector, including in 14 major institutes across Canada.

 

The change came after Swerdfager and his management team met to discuss how to respond to media requests. “This is very much in the spirit of and the intent of what we see with this government and here’s how we want to move forward.”

 

Swerdfager said he spoke with his six regional directors of science on Thursday via a conference call.

“In essence what I said to the regional directors yesterday when we get a call from a media outlet wanting to talk to Dr. Fred, Peter or Mary-Lou, the default answer is yes.”

According to Swerdfager, “Scientists will talk about science. They’re really not in a position to talk about things beyond their scientific purview.”

Swerdfager positioned the change as a conversation with his management team. “So I wouldn’t even characterize it as a directive.

“It’s not DFO’s role to influence or drive government policy in these areas. From our point of view, what we were just doing was just clarifying to our folks, here’s how we’re going to approach things.”

Vezina expects an official memo from the science sector of the DFO next week. “This was a verbal announcement, because the change is effective immediately.”

Vezina noted that media requests to communications will also have to be fulfilled in the required timeline.

When scientists speak to media, they are asked to note down the contact. “The requirement for scientists will be to report on what they said, so we know what communication has taken place.”

During the election campaign, Justin Trudeau promised that the Liberal Party would revoke the rules and regulations silencing scientists and would allow them to speak freely about their work “with only limited and publicly-stated exceptions.”

In recent years, the Stephen Harper-led Conservative government had been accused of "muzzling" federal scientists by controlling who they're allowed to talk to and what they can say about their research.

Scientists complained that the government message control was extreme: in 2014, a reporter's query about algae generated 110 pages of emails between 16 different federal government communications operatives to create an "approved" answer.

The previous government dismissed the accusation, saying the best way for scientists to reach the public was to publish in research journals:

Why is it sad for me?  I already had a low opinion of Canada. This just reinforces it.  Really makes no difference to me one way or another except that all but a half dozen of those things are not worthy to be proud of--for any nation.

Absolutely.  We have huge Sikh populations who, until now, have been unrepresented in Federal positions of power.  Until Justin's cabinet, Aboriginal cabinet members have been Minister of Indian Affairs and sat in the back row with no voice, but Jody is Minister of Justice and Attorney General of Canada which is one of the most powerful federal positions that we have.  Rarely held by a woman and never by an Aboriginal.  Often seen as a stepping stone to Prime Minister.

Look at the original list.  The people in these positions have the skills to do them.  These are not good-old-boys in positions of power because they are buddies with the boss or because they did someone a  favor.  They are they because they are good at what they do and have skills.  THAT is exciting and worth posting about.  And the astronaut thing is funny.  Why not have your minister of transportation be an expert in space travel??

 

And ya know what?  Justin wasn't my first choice for leader.  But I recognize that he is doing what he can to improve this country for all Canadians; beginning with recognizing that our country isn't full of people who look like him and were born with a silver spoon in their mouths (like he was).  My country is changing in unexpected and great ways; the CBC radio yesterday related it to coming out of the Dark Ages of racism and fear and I agree.  It is a new age in Canada, and I'm sorry that some of you have to cr@p on that, but the things that are happening are amazing, and funny and beautiful and yes, a little weird.  So I'm posting them.  :D

He's got great hair. He's tall. He has nice eyes. Arguably, he is the best thing Canada has had to offer since bacon and manners. Considering all of that, he could be a killer robot, but honestly we could get over that. 

But the reason why liberals Internet-wide are obsessing over Trudeau — Slate has called him a "prime select cut of grade-A statesman," while E! Online proclaimed him a "beautiful, sticky-sweet specimen" — isn't just because he has a great head of hair and A+ rolled-shirtsleeve game. No, it's more than that. He is what we want in a 21st-century man. He's smart. He's capable. He is equal parts beauty and power. 

Based on what we know about relationships today, there are some very real reasons why a guy like Trudeau is captivating the millennial imagination so fervently.

As a politician, he's naturally confident. The relationship between sex and political power is something we've felt, as a nation, since forever. (Hello, JFK, or the less popular but equally valid choice, 14th U.S. president Franklin Pierce.)

A politician has a specific type of allure. Maybe it stems from the power that comes with the position, or maybe it has to do with their intelligence. But most importantly, politicians like Trudeau are confident in a way that makes us think that he's secure with his masculinity and wouldn't be intimidated by an independent, successful partner, a laNicki Minaj and Meek Mill. That type of confidence is something women in particular look for when they're at their reproductive peak: According to the American Psychological Association, "fertile women [are] more interested in short-term relationships with men who [come] across as confident." 

Put it this way: If you were to go on a romantic dinner date with Trudeau, he seems like the type of guy who wouldn't try to order for you, or would take hours figuring out whether he wants dressing on the side or mixed into his Caesar salad. Instead, he'd take a backseat and let you order a basketful of mozzarella sticks, because he respects your authority as a strong, self-sufficient, mozzarella-stick-loving individual.

He's a feminist. Looks aside, what Trudeau is bringing to the political landscape is really what's making us sweat. 

In terms of gender equality, Trudeau walks the walk, rather than just talking the talk. For instance, consider his dedication to making his cabinet 50% female and racially diverse. When asked why he decided to bring in more women then ever before, he famously uttered the words "Because it's 2015," launching the feminist world into a straight-up tizzy.

Look, even the woman in red behind him at that press conference where he said those tantalizing words is biting her lip out of sheer, uncontrollable desire.

He's part of a powerful and balanced duo. Trudeau's wife, Sophie Gregoire-Trudeau, is cool as hell. Before snagging this beautiful man, she was a journalist covering pop culture and media. She's been outspoken about her struggle with bulimia, and she's an ardent supporter of Canada's aboriginal communities, with many othercharitable credits to her name. 

Together, the Trudeaus form an ambitious, talented power couple. Their relationship dynamic has resonated with many young people today, in part because it's reflective of a dynamic that frequently plays out IRL. According to a recent Pew survey, nearly 46% of two-parent households have parents that both work full-time, requiring partners to share domestic duties while advancing their careers. Since they started dating in 2003, the Trudeaus have juggled their careers with their family life, and they've done so admirably. 

He's a family man. It's no secret that there's something super sexy about fatherhood. According to the American Psychological Association, there's a biological basis for our collective dad-lust: Evolutionarily speaking, women favor "kinder, more conscientious, deferential types — good father material" when selecting longer-term mates.

As a parent to three young children, Trudeau definitely checks these boxes. Even with the hectic schedule of a politician, he clearly takes fatherhood seriously, recently speaking out about the dangers of absent fathers. On the campaign trail, his children were popular figures themselves, even trotting around with dad on Election Day. 

So, yes, Trudeau mania is a little silly, but it does shine a light on how crucial it is to have a man in politics who is aware of the workplace and parenting challenges facing millennials today. So far, he's come out strongly in favor of issues left-wing Canadians care about, such as childcare plans, parental leave and equal pay. Obviously, people are paying attention to him because of his looks, but really it's his strong progressive, feminist policies that are making everyone weak in the knees. 

We can't help but applaud his existence.
