that is fine.  I think people are bothered more by just whipping out the boob in full monty.    When I had my first baby I just pulled up my blouse to nurse my baby and my poor nephew turned so red and embarrassed so I started to use a cover whenever I nursed in front of people.  I felt bad for him.

 But just because she is not using a cover or doing it the way you would prefer her to, does not necessarily mean she is 'making a statement'. She is just nursing her baby the way she  and baby are most comfortable.

 That is not true, there have been several articles about women shamed for nursing discreetly with the top shirt pulled up and a nursing tank underneath. People are offended to even know a baby is breastfeeding nearby.
