No. The cruise line may have added some fees they called a tax, but if you were in international waters, they were pocketing it.

We took a cruise out of Miami. If we purchased the booze package in port, we had to pay tax. If we waited to buy it until we were underway, we didn't. The U.S. has no jurisdiction in international waters.

Liquor was taxed differently...more.

This was for wine.  Wine alone...

They were pocketing it if you were in international waters. Unless the ship had a U.S. port of registry--but I highly doubt it.

Plus, if powdered alcohol would be legal, they'd pay the taxes on it before the cruise started. It would make no difference to the government.

This is just the one receipt had had in my purse.  We were taxed for booze the entire trip...

Alcohol is well known as a harmful substance that can lead to serious accidental or intentional injury as well as negative health outcomes including: liver diseases, numerous cancers, and physiologic dependence.[23] The younger the age at which a person begins to consume alcohol, the higher the likelihood that that person will become dependent and suffer negative health effects [reference]. Use of powdered alcohol is too new for the health risks to be quantified but it is anticipated to be similar, but potentially more severe, than liquid alcohol due to a number of unique factors:

  • Potency: Ability to add powdered alcohol to liquid alcohol or to reconstitute the alcohol at greater concentrations than intended (concern for binge drinking or alcohol poisoning)
  • Concealability and portability: Increased ease with which people, including youths, could bring alcohol to places where it is banned, such as movie or concert venues, schools, or parks (concern for increased alcohol consumption, especially by at-risk persons)
  • Novel delivery methods: Potential to incorporate powdered alcohol into food or to snort it (concern for ingesting more than intended or the enticement of rapid intoxication)
  • Lack of familiarity: Unless reconstituted at intended concentrations (concern for accidental alcohol overdoses due to consumption in unfamiliar forms by people, including children, who are not aware of the potency)
