 She should have--but the government doesn't care because she would have gotten money back.  

She didn't file because she's never had a job before and didn't know what to do and I didn't think about it last year.

Well, if she didn't owe them money, then they owed her money. Now however small the amount, she can use that money now.

Well, we did her tax return. She'll get back like $1,100 which should pretty much take care of her medical bills.

 She needs to call the insurance company and ask for the date her coverage was terminated, and ask them how they notified her. Not her parents, her.
