 Just wondering, why is it OK for car rental companies to discriminate against drivers under 25?

Yes. Insurance rates are higher for those under 25. That's already been litigated to death.

I think it is good policy.

I also won't stay in a hotel that rents to anyone under 25.

 I was 23 and we had trouble finding a place to stay.

But I understand it.
