Puchkov said Russian air force is prepared to send Ilyushin Il-76 strategic transport planes — which the statement says can carry 42 tonnes of fire retardant material — as well as "Russian rescuers and specialists with necessary equipment to fight fires in Canada and organize ground support for aircrafts."
The statement, posted in English, appears roughly translated.
The statement says the offer was made directly via "telegram" to Ottawa, although the original statement — which has since been corrected — lists the wrong minister. It said the communique had been sent to Public Safety and Emergency Preparedness Minister Steven Blaney, who lost his job last October, not Ralph Goodale, who is the current minister.
A spokesperson for Goodale confirmed that the letter was received last week, and told VICE News that — thus far — Russia is the only country to reach out.
"The Government of Canada does have a mechanism in place for mutual firefighting support with other nations, including some specific agreements," the spokesperson said in an email. "Canada does not have a formal arrangement with Russia for this purpose.

The United States has given millions of dollars to Canada in foreign aid. I'm not sure why, exactly???? You are not exactly a third world country.
In THIS particular instance, however, there is a protocol and contract in place for how it is to be handled. You expect everyone to ignore it?

Last week Vladimir Puchkov, the Russian minister of emergency measures, offered to send heavy water bombers and specialized crews to battle the fire that's been raging out of control near Fort McMurray.
John Bab****, a spokesman for Global Affairs Canada, says there have been a series of other offers since the crisis emerged last week and they have been reviewed against requirements.

My heart goes out to all the people who have lost everything, I saw a photo of a singed dog sitting in front of a burnt out house. Poor thing.

Well, the Prime Minister is definitely worth whispering about, although I'm not sure why he's not borrowing water bombers from around the world right now. Maybe it IS a money thing.
I know that British Columbia, for those of you who were wondering, is not sending firefighters because we have over 400 of our own wildfires burning right now. At least 10 fires in the Peace Region have been determined to be arson and some of our northern townships and First Nations communities have been evacuated. Our people are busy . . .
