They flew in from Canada.

To get on a flight from Canada they had to go through AMERICAN customs. BEFORE boarding. Flying INTO Canada you go through Canada Customs on arrival. It's the fault of the ARRIVING country (so, not Canada). The ARRIVING country decides who gets in and who doesn't.

1. That's the fault of US CUSTOMS who screened them and then allowed the onto an airplane.

2. This has apparently been proven false. They seem to have (and yes, I'm too lazy to search out a link) flown in to the US (again, being screened by USA CUSTOMS) from their home countries. Also, they had student visas from THE USA and were admitted into flight school and taught how to fly planes IN THE USA.

3. You can't blame Canada for the failings of your own border control and government. Maybe this explains the illegal immigrant issues in the southern parts .... Their net appears to have some big holes . . .
