It is an era of violence in the Middle East and North Africa, with nine civil wars now going on in Islamic countries between Pakistan and Nigeria. This is why there are so many refugees fleeing for their lives. Half of the 23 million population of Syria have been forced from their homes, with four million becoming refugees in other countries.
Some 2.6 million Iraqis have been displaced by Islamic State – Isis – offensives in the last year and squat in tents or half-finished buildings. Unnoticed by the outside world, some 1.5 million people have been displaced in South Sudan since fighting there resumed at the end of 2013.
Other parts of the world, notably south-east Asia, have become more peaceful over the last 50 years or so, but in the vast swathe of territory between the Hindu Kush mountains and the western side of the Sahara, religious, ethnic and separatist conflicts are tearing countries apart. Everywhere states are collapsing, weakening or are under attack; and, in many of these places, extreme Sunni Islamist insurgencies are on the rise which use terror against civilians in order to provoke mass flight.
Another feature of these wars is that none of them show any sign of ending, so people cannot go back to their homes. Most Syrian refugees who fled to Turkey, Lebanon and Jordan in 2011 and 2012, believed the war in Syria would soon be over and they could return. It is only in the last couple of years that they have realised that this is not going to happen and they must seek permanent sanctuary elsewhere. The very length of these wars means immense and irreversible destruction of all means of making a living, so refugees, who at first just sought safety, are also driven by economic necessity.
They need to fight for their country. There are more people that ISIS members. They need to take a stand.
They need weapons, training and the intelligence to make a concerted combined effort. So in other words, they need a big strong country to step in and lead them I would guess.
Untrained and unequipped people could actually make the situation worse, they would most likely die hopelessly. Only well trained well-equipped soldiers could engage in the fight. Civilians fighting is how the wars started in the first place. It all seems so hopeless I suppose, many of these immigrants are hard working regular citizens some are professionals in many fields, not soldiers.
They need to fight for their country. There are more people that ISIS members. They need to take a stand.

That was tried. They would rather mooch of other countries than defend their own. And, hey, they are getting a great deal! If they want to stay somewhere, they should have to go through military training with a path to go back to their home country and fight for it. They shouldn't get a free ride. They need to grow a pair.

Sometimes you're the windshield, and sometimes you're the bug.
If you go fight for your country, will your country take care of your wife and kids? No? Well then.
If you have any personal experience in war time countries, you'll see that once the social structure breaks down, and you are the man of the family, you are pretty much the only chance of survival for your aging parents, your wife, and your kids. Especially in Muslim countries where most women don't / can't work. If you leave to join the army, your wife and kids will be begging in the street, be killed by random snipers, be raped and sold if they fall in the wrong hands.
The ones who go to fight are either unmarried young men with some kind of ideological pursuit, or people with strong vested interest. For example, if you are an officer in the Syrian army, if you die in battle, the government will pay your family a pension. If you don't fight, the rebels will surely massacre you and your family. Then you fight.
The last group are people who already lost their family in the war. They fight because they hate the other side.
With any given country, the ones who have a reason to fight will be in the minority. The majority will be the ones with family obligations and they'd rather take their family to some place safe.
If you remember WWII, and how every single country implemented more and more stringent conscription, you'll see that it's actually NOT human nature to stay and fight. It's human nature to run, unless they are backed into a corner. You don't need conscription if even 5% of the population would volunteer in WWII.
The other thing you have to realize is that it's a CIVIL WAR now in Syria, Iraq, and Libya. Defensive wars against foreign armies will often make the people come together, but civil wars just tear the people apart. There will be a lot of people with friends and relatives on both sides, and they would rather get out than having to shoot each other!

But we learned how to fight and took control of our own country way back when. If we could do that why should other countries not be responsible for themselves in that regard?

ISIS is not a street gang hanging out on the corner waiting to be confronted, they are very slick at what they do and its obviously not easy to take them down.
I was thinking perhaps an interim solution would be to set up SAFE ZONES in those countries, the UN could possibly protect these areas?

This. My grandfather lied about his birthdate and joined the Navy when he was 16. Two days later, they sent him to Germany.
And the Civil War? Well, a LOT of them were just kids too. Kids with NO military training at all. Yet they fought. If people do not care enough about their own country, what makes anyone think they would care about yours?

Way back when, it was not so complicated or sophisticated. ISIS is an army over two countries, Iraq and Syria, Even with USA and Kurdish assistance it took a long time and great effort to take back Ramadi.

Another issue is who to fight for? In Syria, the choice is between fighting for the Assad government, for ISIS or for a mixed bag of rebels dominated by extreme Islamists hostile to both ISIS and Assad. The small pro-Western opposition has no chance of winning. It is not at all like the USA civil war or any war before it.
You don't think other citizens can figure it out too if ISIS did? How did we? How did farmers and lay folk arm themselves and learn to fight for their country? I'm just saying its not impossible.

I think that sounds like an excellent idea if it is paired with training so they can eventually defend themselves. We are not the world's babysitter.
