 And with it being in a parking lot, there is really nothing to do but hope her insurance pays up.

 Well my insurance will take care of it, but if she tries to claim it isn't her fault, I will take her to court.

 If you got a police report, ask the police to talk to Target and get the video of the accident. If you ask as a citizen Target wont give it out. But if the police ask they will. Hopefully it helps.
