No. Government employees do not have a right to privacy. In fact, unless the emails are "classified" in some way, they are ALL subject to the Freedom of Information Act.

That's actually part of Hillary's problem - her emails are supposed to be available for public scrutiny, and she hid them on a private server.

There's sporadic evidence that DNC officials favored Clinton over Sanders, but no evidence of a systematic campaign to help Clinton win the primaries. So if the hackers’ goal was to help Trump get elected, the leak may not accomplish that purpose.
