In the U.S., handbag and purse are pretty much interchangeable, but the industry prefers "handbag" as do older women - who also use "pocketbook" to confuse matters further. In England, a purse is something small you put in your handbag, like a coin purse, wallet, etc., while a handbag carries everything.
Personally, I have always thought a purse has a shoulder strap, and a handbag has handles, but that's my personal differentiation based on nothing.

I think it's going to depend on the structure, most of the time, it will be a handbag, because the handles are more prominent. Will it stand alone will nothing in it, or slouch? For example -
