He worked in my office complex & I ran into him frequently. We'd chat & one day he invited me to lunch. We ate lunch together once a week for years.
Why are they trying to reason with an 18 year old? I would go directly to the man at his work and tell him that he needs to back off on the relationship otherwise he will be reported to upper management. It worked when I called out my sister's boss, it will work like a charm here too.

You don't know that they even have a policy against that. She's an adult (legally). If her employer doesn't have a policy against it, then there is nothing you can do...
